When Social Security announces its official cost-of-living adjustment (COLA) for 2027, the annual raise for current beneficiaries will not be the only news. The Social Security Administration will also reveal critical updates to program rules and thresholds that directly impact how much you can earn while working and the maximum benefit available at full retirement age.

Here is a detailed breakdown of the two major Social Security policy changes announced alongside the upcoming COLA.

1. Social Security Earnings Test Limit Increases

If you choose to receive Social Security retirement benefits before reaching your full retirement age (FRA) while continuing to work, your monthly payments are subject to the Social Security earnings test. This rule limits the amount you can earn from employment before benefit checks are temporarily withheld.

Current Earnings Test Limits

  • Working Before Full Retirement Age Year: For individuals who will not reach their full retirement age by the end of the year, the earnings test limit is $24,480. Social Security withholds $1 in benefits for every $2 earned above this limit.
  • Reaching Full Retirement Age in the Current Year: For individuals who reach their full retirement age during the year, the higher limit is $65,160. Social Security withholds $1 in benefits for every $3 earned above this threshold until the month full retirement age is attained.

Because these thresholds are expected to rise for 2027, working beneficiaries will be able to earn more income from a job in the new year before benefits are withheld.

Note: Money withheld under the earnings test is not lost permanently. Once you reach full retirement age, Social Security recalculates your monthly benefit to account for the withheld amounts, resulting in larger monthly checks going forward.

2. Higher Maximum Monthly Social Security Benefit

Social Security rules limit the absolute maximum amount a retiree can receive each month. At the start of 2026, the maximum monthly benefit at full retirement age was $4,152.

With a cost-of-living adjustment anticipated for 2027, the program’s maximum monthly benefit will also rise for the new year.

Who Qualifies for the Maximum Benefit?

To receive the maximum monthly payout, you must meet strict career earnings requirements:

  • You generally need to be a high earner across much of your working career.
  • You must meet or exceed Social Security’s maximum taxable earnings cap for a set number of years.

Boosting Your Benefit Beyond Full Retirement Age

Your benefit amount at full retirement age is not the absolute limit on what you can collect from Social Security. If you choose to delay claiming benefits past your full retirement age, your monthly check increases by 8% for each year you wait, up until age 70.
